Rep. Gutierrez is one of the major proponents of changing immigration law. He’s pushing for legislation that would let immigrants who are in the U.S. illegally remain here while they apply for a legal status. Such undocumented immigrants, he thinks, should be able to have legal status if they register, pay a fine, learn English, and pass a criminal background check.
